I have a confession, I hate dusting. I have had some bad experiences with dusters knocking my carousels over, plus I really have too many to dust them on any regular basis. I keep the majority of my figurines inside display cases, but some of the larger pieces and sets do not fit. For those pieces I try to make custom dust shields using thin plastic sheet, the stuff I have is for window insulation in cold climates, but any semi stiff clear plastic sheet should work for this project. 

The stand in this example is Lenox's two tier Princeton Gallery Year of the Carousel collection from 1994 which consists of monthly figurines.  (There are also  six holiday themed figurines that go in the center, but I do not have those unfortunately.)
